bajado des que se aplic\u00f3 la limitaci\u00f3n prevista en la ley de vivienda. As\u00ed mismo, faltan estudios que demuestren una relaci\u00f3n causa-efecto.<\/p>\n<\/div><\/div>\n\n<\/div><\/div><\/div><\/div>\n\n\n\n<p>El Pleno del Parlament de <a href=\"https:\/\/www.parlament.cat\/ext\/f?p=CP19:DETALL_VIDEO:0:::15:P15_ID_VIDEO:16622191\" target=\"_blank\" rel=\"noreferrer noopener\">este mi\u00e9rcoles<\/a> ha presenciado un intercambio de datos sobre la crisis de la vivienda entre el presidente de la Generalitat, Salvador Illa, y el presidente del PP catal\u00e1n, Alejandro Fern\u00e1ndez. El popular ha reprochado al socialista el \u00abmal balance\u00bb de sus pol\u00edticas, con un crecimiento del 4% en los precios del alquiler. El jefe del ejecutivo lo ha desmentido, argumentando que los precios \u00abse han contenido y est\u00e1n bajando\u00bb y ha presumido de una rebaja del 4,9% en Barcelona.\u00a0<\/p>\n\n\n\n<p>Todas estas cifras son ciertas, pero dibujan im\u00e1genes contradictorias: \u00bfel precio ha subido o ha bajado? No existe una respuesta clara, porque depende de los valores que se analizan y con qu\u00e9 momento hist\u00f3rico se comparan. En Barcelona, \u200b\u200b[ha descendido] un 4,9%.\u00bb<\/p>\n<cite>Salvador Illa, president de la Generalitat<\/cite><\/blockquote>\n\n\n\n<p>Todas las cifras que han mencionado Illa y Fern\u00e1ndez coinciden con los datos que publica trimestralmente el <a href=\"https:\/\/habitatge.gencat.cat\/ca\/dades\/indicadors_estadistiques\/estadistiques_de_construccio_i_mercat_immobiliari\/mercat_de_lloguer\/lloguers-per-ambits-geografics\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">departamento de Vivienda de la Generalitat<\/a> a partir de los datos del Instituto Catal\u00e1n del Suelo (Incas\u00f2l):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fern\u00e1ndez dice que \u00abel precio del alquiler ha crecido casi un 4%\u00bb. En el \u00faltimo trimestre disponible, en el segundo de 2025, el precio del alquiler contractual en Catalunya es un 3,85% superior al segundo trimestre de 2024.\u00a0<\/li>\n\n\n\n<li>Fern\u00e1ndez a\u00f1ade que \u00ablos contratos en el \u00faltimo a\u00f1o se han desplomado un 15%\u00bb. Es cierto, si se compara el primer semestre de 2025 con el mismo per\u00edodo de 2024.<\/li>\n\n\n\n<li>Illa afirma, en relaci\u00f3n con la ley de vivienda, que \u00abel precio del alquiler se ha contenido y est\u00e1 bajando\u00bb. Desde que entr\u00f3 en vigor el tope establecido por esta ley, en marzo del a\u00f1o pasado, el precio medio ha descendido un 1,6%: de los 869 euros en el primer trimestre de 2024 a los 855 euros del segundo de 2025. No hay estudios que demuestren una relaci\u00f3n causa-efecto.<\/li>\n\n\n\n<li>Illa dice que en Barcelona el precio del alquiler ha descendido \u00abun 4,9%\u00bb. Es cierto, tomando como referencia el mismo per\u00edodo <em>post-tope<\/em>: de los 1.194 euros a los 1.136 actuales.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Contenci\u00f3n del encarecimiento de los alquileres<\/strong><\/h2>\n\n\n\n<p>Los precios del alquiler en Catalunya, tal y como registra la estad\u00edstica del Incas\u00f2l, crecieron ininterrumpidamente entre 2014 y 2020, cuando el Parlamento aprob\u00f3 una <a href=\"https:\/\/www.verificat.cat\/es\/quien-ha-limitado-el-precio-del-alquiler-en-cataluna\/\" target=\"_blank\" rel=\"noreferrer noopener\">ley de contenci\u00f3n de los alquileres<\/a> que el <a href=\"https:\/\/www.boe.es\/diario_boe\/txt.php?id=BOE-A-2022-5807\" target=\"_blank\" rel=\"noreferrer noopener\">Tribunal Constitucional<\/a> anul\u00f3 dos a\u00f1os despu\u00e9s por invasi\u00f3n de competencias. Varios estudios realizados por observatorios, universidades y portales inmobiliarios coinciden en que el tope sirvi\u00f3 para bajar los precios, aunque no se ponen de acuerdo en si caus\u00f3 tambi\u00e9n una disminuci\u00f3n en la oferta de pisos.\u00a0<\/p>\n\n\n\n<p>Despu\u00e9s de una tregua de dos a\u00f1os, marcada tambi\u00e9n por la pandemia, los alquileres volvieron a encarecerse hasta alcanzar su r\u00e9cord, a principios del 2024. El alquiler medio de Catalunya alcanz\u00f3 los 869 euros en el primer trimestre y en Barcelona, \u200b\u200buno de los grandes focos de la crisis de la vivienda, roz\u00f3 los 1.200.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Desde que se batieron estos r\u00e9cords, los precios del alquiler descendieron significativamente durante los \u00faltimos nueve meses de 2024. Esta bajada coincidi\u00f3 con la entrada en vigor de un <a href=\"https:\/\/habitatge.gencat.cat\/ca\/ambits\/preus-ingressos-i-zones\/limit-preu-lloguer\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">nuevo tope establecido por la Generalitat<\/a> en el marco de la <a href=\"https:\/\/www.boe.es\/buscar\/act.php?id=BOE-A-2023-12203\" target=\"_blank\" rel=\"noreferrer noopener\">ley espa\u00f1ola de la vivienda<\/a> de 2023. Ahora mismo afecta a 271 municipios catalanes donde vive el 90% de la poblaci\u00f3n del pa\u00eds.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/26416192\/embed#?secret=lto4RWQbD8\" data-secret=\"lto4RWQbD8\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Aun as\u00ed, se necesitan estudios acad\u00e9micos para afirmar que la bajada ha sido gracias a la ley, y que no han intervenido otros factores. Por ahora, no hemos encontrado investigaciones que analicen el efecto de este segundo tope.<\/p>\n\n\n\n<p>Sin embargo, esta bajada se ha desdibujado en el segundo trimestre de 2025. El Incas\u00f2l <a href=\"https:\/\/habitatge.gencat.cat\/ca\/dades\/indicadors_estadistiques\/estadistiques_de_construccio_i_mercat_immobiliari\/mercat_de_lloguer\/lloguers-per-ambits-geografics\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">ha registrado<\/a> un encarecimiento del 3,85% (el 4% que cita a Alejandro Fern\u00e1ndez) respecto al segundo trimestre de 2024, el primero despu\u00e9s de la aplicaci\u00f3n del tope. Aun as\u00ed, los precios actuales est\u00e1n por debajo de las cifras r\u00e9cord de principios de 2024, justo antes del tope. En Catalunya son un 1,6% inferiores y en Barcelona, \u200b\u200bcomo menciona Salvador Illa, un 4,9%.<\/p>\n\n\n\n<p>En cualquier caso, aunque los alquileres se han encarecido en Catalunya este segundo trimestre, la tasa de crecimiento es bastante menor que en 2022 y 2023, cuando muchos trimestres registraban incrementos del 5% o el 10% respecto al a\u00f1o anterior.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/26416258\/embed#?secret=RlV7uTI0WM\" data-secret=\"RlV7uTI0WM\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Por tanto, si bien es cierto que despu\u00e9s de la aplicaci\u00f3n de la ley de vivienda en Catalunya los precios se han contenido, todav\u00eda no se han hecho estudios que establezcan relaci\u00f3n causal y que puedan demostrar si la ley funciona. Adem\u00e1s, habr\u00e1 que ver si el aumento del segundo trimestre de 2025 se trata de un repunte o si los precios vuelven a subir.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Menos contratos firmados<\/strong><\/h2>\n\n\n\n<p>Pese a esta contenci\u00f3n de precios, Catalunya ha vivido un decrecimiento en el n\u00famero de contratos de arrendamiento firmados. Un baj\u00f3n que no es nuevo, sino que se prolonga desde el 2021, cuando se recuperaron las cifras prepandemia.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/26416315\/embed#?secret=EjuveUFxeb\" data-secret=\"EjuveUFxeb\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Estudios como el de la <a href=\"https:\/\/bse.eu\/research\/working-papers\/effect-second-generation-rent-controls-new-evidence-catalonia\" target=\"_blank\" rel=\"noreferrer noopener\">Barcelona School of Economics<\/a> o el de <a href=\"https:\/\/www.upf.edu\/documents\/244440153\/248756268\/PB+Limitaci%C3%B3n+precios+alquileres.Evidencia+cient%C3%ADfica+y+emp%C3%ADrica+en+el+caso+catal%C3%A1n+II_18012023.pdf\/c16cec9e-8242-1a95-7d00-2a27e46b3f4e?t=1674030133174\" target=\"_blank\" rel=\"noreferrer noopener\">la UPF y la Asociaci\u00f3n de Promotores y Constructores de Edificios de Catalunya<\/a> atribuyen al tope de 2020 ca\u00eddas de entre el 4% y el 15% de la oferta.
